        <![CDATA[<p>Hailed by local experts as one of the deadliest plagues to hit southern Portugal, the Red Palm Weevil (Rhynchophorus ferrugineus) is starting to have a devastating effect on palm trees in the region, effects that are often only noticeable once it is too late. In neighbouring Spain the ‘evil-weevil' has already caused millions of euros in damage. Here in Portugal, its full consequences are as yet uncalculated, but disturbingly, they are increasingly visible.</p>

<p>The red weevil originates from southern Asia and Melanesia, where it viciously attacks coconut trees, and has been advancing westwards at a very rapid rate since the mid-1980s, recently arriving in Iberia.</p>

<p>In Spain thousands of trees have been ravished by the weevil. This year experts warn that numbers could reach 15,000.</p>

<p>Notorious for its lethal love of palm trees, the weevil is able to completely kill a mature specimen in just a few months, the most worrying fact being that the symp toms of infection are only usually noticeable when it is beyond treatment.</p>

<p>Last year concerns were first voiced in the Algarve when a number of weevil infections were reported, though given the weevil's highly-destructive and poten tially wide-spreading nature, surprisingly little has been explained about its effects, preventions or solutions available in Portugal.</p>

<p>A handful of cases have already been confirmed, the majority of these being in the central Algarve/ Albufeira region and Portimão.</p>

<p>The pest was originally recorded in the northern United Arab Emirates in 1985, the high rate of infestation being caused by human intervention, transporting infested young or adult date palm trees and offshoots from contaminated to uninfected areas.</p>

<p>In the Iberian Peninsula and other Mediterranean countries the two main palm species at risk are the Phoenix dactylifera and P.</p>

<p>canariensis(commonly called the Date and Canary palms), though other ornamental plants could be affected.</p>

<p>Evidence suggests the weevil was introduced to Spain via Egypt, main suppliers of ornamental adult Phoenix palms, to satisfy the very substantial demand that exists in southern Europe.</p>

<p>The first case in Iberia was reported in the mid-1990's, in the Almuñecar (Granada) region. Authorities took swift action, including a decree from the Spanish government in 1996 forbidding the importation of palms from countries where pests of the Rhynchophorus group had been recorded. However, in 2000 this decree was modified, subsequently lifting the ban on importing date palms from Egypt.</p>

<p>In an area that extends from Motril to Nerja, along the Mediterranean coast of Granada and Málaga, the weevil is still present and has spread to villages close to the initial points of infection. So far the Spanish government has spent an estimated €16 million on fighting the weevil.</p>

<p>Here in Portugal, in particular the Algarve, the effects of the weevil were first noticed by gardening and landscaping businesses, mystified by the sudden ailing of previously healthy palms, in many cases being contacted by worried homeowners.</p>

<p>It is thought that the weevil was brought to the Algarve through transportation and transplanting palms purchased in Spain.</p>

<p>Ken Butt, of Action Complete Pest Control, has already received numerous enquiries from around the region, having recently sourced a new product with which trees can be treated.</p>

<p>"Unless people start to take action now there will be a very high price to pay", he says.</p>

<p>"People pay lots of money for these palm trees and they need to be protected. If action is not taken, we could be facing a mass epidemic.</p>

<p>In Spain, it went from a few thousand trees to possibly 15,000 in a year. We can't bury our heads in the sand. It is happening", he cautions.</p>

<p>One of the best ways to prevent the death of a palm tree is by catching and killing the female weevil, who can apparently be lured from the tree by using bacon-traps.</p>

<p>Willem Stol, technical advisor for Dutch-based Plant Research International, said the infestation in Portugal can be likened to similar infections taking place in Turkey, Greece, Italy and Spain.</p>

<p>He confirmed the spreading of the weevil throughout the Mediterranean and Southern European countries was most probably caused by the importation of palm trees, with similar patterns emerging in tourist areas, normally heavily planted with palms.</p>

<p>Despite suggestions that governments in the Mediterranean should start to monitor palm trees and weevil infestations, so far they seem to be turning a blind eye. Only in Valência is there a programme actively in place.</p>

<p>The Ministry of Agriculture and leading environmental agency Quercus have so far been unable to supply The Portugal News with any official data on the extent of the damage being caused by this pest.</p>

<p>Specialising in strategic and applied research, Plant Research International has developed a product to treat infected trees, but of most concern is the rate at which the weevil spreads.</p>

<p>As Willem Stol explained, "We have a very good product for monitoring and mass-trapping of red palm weevil, but once infected, the weevils cannot be removed. The only solution then is to destroy the whole tree, to remove the material and bury or burn it".</p>

<p>He recommends that, to get this plaque under control, in the Algarve, a national or regional-wide programme should be put into operation.</p>

<p>"What I know from other areas is that if nothing is done a five-fold multiplication can easily be expected in one year, if not more. In Cyprus, in a single year, the number of trees infected multiplied ten-fold", he said.</p>

<p>Steve Townsend, of garden maintenance and landscaping company Greenfingers, also confirmed the number of phone calls he receives from concerned Algarve residents is increasing on a daily basis.</p>

<p>"It is pretty bad, a real pain", he told The Portugal News.</p>

<p>"Over the past two years the number of trees infested here in the Algarve has risen dramatically. They are now in Algoz, Quinta do Lago, Albufeira… all over.</p>

<p>"We can spray and inject them, but it is only really a preventative measure as opposed to being a cure. It is difficult to get rid of these insects, but not impossible. And it is costly".</p>

<p>Working so close with nature Steve Townsend has a first-hand insight in to just how vicious the weevils can be.</p>

<p>"It is devastating, so many beautiful old palm trees being completely destroyed", in some cases costing as much €20,000 to purchase.</p>

<p>In comments to The Portugal News, Lagoa City Hall engineer for gardens and green spaces, Engº Pimentel, confirmed the existence of an infected palm tree in the municipality, belonging to a private individual, though denied any of the Council's trees suffered from the problem.</p>

<p>"Fortunately none of Lagoa's municipal palm trees have this problem, but we do have resources ready should the situation occur. We have chemical and biological treatments".</p>

<p>Having found out about the infestation through a colleague, Engº Pimentel attended a conference in Spain to "gather literature" on the red palm weevil (or in Portuguese, ‘escaravelho roxo') should the problem strike with in his council.</p>

<p>Individual privacy is safeguarded, as users can choose with whom they share their personal details and current location, and for how long.</p>

<p>"People can become invisible", he said.</p>

<p>During initial stages only a select number of mobile phones will be compatible with the technology, includ ing the Blackberry, though Timebi is in negotiations with other makes, such as Nokia.</p>

<p>"It is the highest sold brand of mobiles. We are working with them to make this facility available [for mobiles of this brand] from the third trimester of this year".</p>

<p>Timebi's pioneering project represents an investment of around €344,000, €189,000 of which will be footed by EU funds, under a National Strategic Reference allowance.</p>

<p>"This will allow Wizi to be internationalised. We are doing all our marketing in English and we will place the product on a global market. Our objective is to compete with other companies from around the world", says Paulo Dimas.</p>

<p>Timbi predicts this new type of technology to eventually gain a user-base that is greater than that of GPS systems.</p>

        <![CDATA[<p><strong>Former England manager Sven Goran Eriksson learnt this week that his dream of building a stateof-the-art sports facility in Lagos had suffered a near fatal blow </strong></p>]]>
        <![CDATA[<p>when the government announced it had withdrawn the special dispensation awarded to the project back in 2006, apparently due to squabbles over real estate. Plans to build the resort, expected to eventually cost in the region of 100 million euros and which would create more than a thousand permanent jobs, are now on hold, though a representative of the current Manchester City boss is confident the complex will still be built.</p>

<p>Lagos City Hall was this week informed by the Agency for Foreign Investment and Trade that the so-called ‘Eriksson Project' had lost its status as Project of Potential National Interest (PIN). This status is only granted in special circumstances, where planning laws present obstacles in the conclusion of a project considered to be of national interest.</p>

<p>José Viegas, a promoter of the project, explained that the loss of the PIN status was largely due to the inability to agree terms with landowners, despite them having reportedly signed a promissory contract for the sale of the land required to build the resort.</p>

<p>He added that the consortium led by the Swede, who owns a home in Lisbon dating back to the days he managed Benfica, was now looking to buy land elsewhere, stressing that they were keen on remaining in Lagos should they continue to receive the support of the local council.</p>

<p>The resort was to have been built in the area of Corte do Bispo, Bensafrim and to consist of three hotels, a mini stadium with a capacity for eight thousand spectators, six football pitches, a spa, golf course, a residential area, tennis courts and a horse-riding centre.</p>

<p>Real estate developers had indicated work on the complex would start this year and be complete by 2010.</p>

<p>Back in 2006, José Viegas told The Portugal News that they had initially looked to build the complex in Lagoa, hence the group's name, ‘Lagoa Beach Resort'.</p>

<p>But the inability to find suitable land led the group to change their focus to Lagos.</p>

<p>At the time, the company admitted it had contacted Portuguese footballer Luís Figo to join in the development as he owns land adjacent to where the intended complex is to be built, but he denied their request, apparently "As he wants to build a housing development".</p>

        <![CDATA[<p>City owner Thaksin Shinawatra is understood to have been upset by Eriksson's failure to replicate the positive results of his early months at Eastlands and his handling of the squad. If he is replaced, City's first choice as replacement is believed to be Portugal coach Luiz Felipe Scolari, who will become available after his country's Euro 2008 campaign is over.</p>

<p>According to a source familiar with City's politics, Thaksin upbraided Eriksson over his part in an internal club dispute. The source said: 'Thaksin rang Sven to reprimand him, telling him he would be sacked at the end of the season if results did not improve.'</p>

<p>It is further understood that agents attempting to negotiate deals with City in recent weeks have been told not to factor Eriksson into their equations because the club does not necessarily expect the manager they appointed last summer to be present for a second season at there.</p>

<p>Despite yesterday's victory at Sunderland, Eriksson's team have won just five of their 17 Premier League and FA Cup fixtures this year. Having spent significant parts of the season in the Champions League places, they have slipped to eighth in the division. Eriksson has, however, equalled the club's highest top-flight points total since the reduction to 20 teams, with four fixtures still to play.</p>

<p>City last night denied that there was any problem between Eriksson and Thaksin, insisting that the owner was happy with how the season had progressed and would be content with a top-10 finish. But they did concede that, should Eriksson leave at the end of the season, his status in European football was such that an approach from another club for the manager would not come as a surprise.</p>

<p>"Today there's a much stronger will" on the part of Portugal and Mozambique to turn "excellent" bilateral political relations into stronger economic, business and cultural links, he said, reiterating a major theme of his visit.</p>

<p>Earlier last Wednesday, Cavaco Silva toured 16th century Portuguese historical monuments on northern Mozambique Island, a UNESCO World Heritage site since 1991.</p>

<p>He applauded Mozambican plans, backed by Lisbon, to create a new urban centre on the mainland in front of the small island to provide employment and homes for the island's overcrowded population of 16,000 to make room for quality tourism projects.</p>

<p>Accompanying the president, Lisbon's State Secretary for Foreign Affairs and Cooperation, Joaõ Gomes Cravinho, said Portugal would help finance projects for the future mainland town.</p>

<p>The so-called Millennium Village has received initial financing of 1.5 million euros over two years from the United Nation's UNIDO programme.</p>

<p>Representatives of two Portuguese banks travelling with Cavaco Silva gave island authorities two 100,000 euro cheques to help repair damage caused recently by Cyclone Jokwe.</p>

<p>Carlos Queiroz, Manchester United's assistant coach who grew up near Mozambique Island, lamented "the state of degradation" into which the island had fallen, appealing to Lisbon to "firmly support" efforts to rehabilitate the historic sites that include a 16th century fort and churches.<br />

<p>"Any crime is one crime too many and it concerns us a lot. We cannot fight crime with numbers, but with measures" said the Internal Affairs Minister Rui Pereira upon the release of these figures.</p>

<p>For the first time ever, the Internal Safety Report included strategic guidelines and measures, predicting community security reinforcement an increase in police patrols, cooperation between councils and strengthening bonds with international organisations, among others.</p>

of the Oeste (AMO) has already started spending 229 thousand <br />
euros for 54 hot spots and free media newsstands to serve the <br />
councils of Alcobaca, Torres Vedras, Alenquer, Caldas, Lourinha, <br />
Bombarral, Cadaval, Obidos, Nazare, Peniche, Arruda dos Vinhos <br />
and Sobral de Monte Agraco. In Alcobaca there are nine hot <br />
spots, in Torres Vedras twelve, Alenquer has six and Peniche and <br />
Lourinha possess four. Obidos Nazare and Arruda dos Vinhos each <br />
have two. Sobral de Monte Agraco has one.   </p>

<p>In Caldas the eight hot spots are the fruit market square, the <br />
old fish market square (5 de Outobro), the court house square, <br />
the sports park swimming pools, the library, the arts centre, <br />
Expoeste and the cycling Museum. Although the cycling museum <br />
point of access is being moved to the central park and boating <br />
lake area to give greater coverage.   </p>

<p>AMO organised 47 free access multimedia newsstands for those who <br />
do not have a portable computer near the hot spots. In Caldas <br />
the newsstand will be in Rua das Montras, behind the "ex-Pacos <br />
do Concelho".  </p>

<p>The Caldas council also want to create the first wireless car <br />
park of the city. There are already many people using the youth <br />
centre point of access from inside their cars to get the <br />
internet in comfort.    </p>

<p>This program aims to contribute to increasing the safety and quality of the environment on the beaches, as well as the accessibility to the disabled. </p>

<p>Major security equipment wll include jet-skis for rescue and watch towers. It also creates a network of mobile communications accessible to the public, mobile phones provided to rescuers and a telephone number to each beach post covered by the program.  </p>

<strong>A lawyer from Madeira returned to the Algarve this week where he is jointly sponsoring a search for missing Madeleine McCann’s body. In four days of searches so far at the Arade dam in Silves, divers have found a rope and an item they say is a girl’s sock made of a fabric uncommon to Portugal.<br />

        <![CDATA[<p>Marcos Aragão Correia from Funchal had sponsored searches for Madeleine at the Arade dam six weeks ago, acting on a tip-off he says he received from the underworld. Nothing was found at the time, but he decided to return this week with additional divers to cover a greater area.</p>

<p>The searches were scheduled to last until Friday, but Marcos Correia told The Portugal News that searches could continue into next week should divers, led by a team from Dive Time, a Lagos-based diving school, request more time to effectively rule out his suspicions.</p>

<p>The cost for the latest search is being shared by SPEC, a Portimão construction and engineering company.</p>

<p>The daily cost of the searches, says the lawyer from Madeira comes at a total cost of around €1,000.</p>

<p>To date, the only discovery of note was that of a sock, and pieces of rope, which, when joined together, measure 5.20 metres. Aragão said they will be handing these over to the Spanish private detective agency Metodo 3.</p>

<p>He says the decision to not hand over their latest discovery, stems from the inactivity by Portuguese police after he handed them another piece of rope back in February.</p>

<p>Supervisor at the dam, Hélder Brás, expressed pessimism that the searches would prove fruitful.</p>

<p>In comments to The Portugal News, he explained: “It is virtually impossible to find anything on the floor bed of the dam as the mud at the bottom is about four metres deep”.</p>

<p>Meanwhile, it emerged this week that the McCann family are contemplating taking action against newspapers over their coverage of the case, especially after they were declared formal suspects last September. According to reports in the Portuguese press, the McCanns have singled out the Express group of newspapers.</p>

<p>While no action has been taken in court, the coverage given by the group’s newspapers, which include Daily Express, Sunday Express, Daily Star and the Daily Star on Sunday has become almost non-existent.</p>

<p>A search on the Express website for information on Madeleine McCann returns no matches, except for one where Heather McCartney compares herself with Madeleine’s mother Kate McCann.</p>

<p>In a related story, the latest entry by Gerry McCann on his blog focuses on the discovery of the body of Spanish girl Mari Luz Cortés, who had been missing since mid-January.</p>

<p>“Kate and I were so sad to learn that Mari Luz’s body had been found. This is the news that any parent of a missing child dreads and a situation we desperately hope that we never have to face. We deeply sympathise with her family and pray they remain strong and in time are able to find peace”, wrote Gerry McCann this week.</p>

<p>He adds: “All of our family have been traumatised by Madeleine’s abduction and continued absence and the tremendous support we have received has undoubtedly helped us enormously over the last ten months.”</p>

        <![CDATA[<p>Situated amongst grape vines, the land surrounding the prison was last week filled with younger inmates, who were taught techniques and tips to make quality wine.</p>

<p>Their produce will be put on sale as part of a short-term project.</p>

<p>A collective goal is to develop a brand and market a wine produced by prisoners using the establishment's vineyards, for which a project has been outlined and awaits approval.</p>

<p>The land is already used to produce some 30 thousand litres of wine that is sold on a national scale.</p>

<p>It is the inmate's intention to improve the quality of that wine.</p>

<p>This year registered the least amount of land burnt ever, as well as a significant drop in incidents.</p>

<p>However, the positive balance may bring about a less positive discussion con cerning the system's economy, with specialists pointing there may have been superfluous means to tackle fires than actually needed.</p>

<p>Hermínio Botelho, professor of the Trás-os-Montes and Alto Douro universities, is currently investigating this latest suggestion after being requested to carry out an evaluation of the year's response plan.</p>

<p>First conclusions could be issued next week.</p>

<p>During spring this year it was feared that 2007 would see an unusually hot summer, however the fears proved unfounded.</p>

<strong>Last Saturday, September 15th, dive school ‘Divers Cove', based in Carvoeiro, Algarve, was amongst the many associations that took part in a global awareness-raising day, that saw coasts and sea beds around the world being cleared of debris and rubbish. During the morning's ongoings, they discovered two significant examples of Roman history, off the Western Algarve coastline.</strong></p>]]>

In collaboration with Portimão-based diving school PortiSub, the event saw more than 100 volunteers come together, who from 09h00 until 14h00 jointly cleared over 200 kilos of rubbish from the seabed and cliff faces along the coastline.</p>

<p>As the first PADI-accredited dive school in the country, Divers Cove adopted their pilot project AWARE – Aquatic World Awareness, Responsibility and Education – which has since seen national adherence. It was Divers Cove's 15th year of being actively involved in the global event, after introducing the project in Portugal in 1993.</p>

<p>On Saturday morning the many participants gathered at Caneiros beach, including 22 staff and organisers, 70 scuba divers, some from a Spanish dive association, 12 free divers, 16 helpers and rubbish collectors and four boats.</p>

<p>Much to the divers' surprise, amongst the glass bottles, fishnets, hooks, nylon lines, and other undesirable objects that had found a resting place on the seabed, were two large Roman anchors, believed to be over 2000 years old. Portimão museum officials were immediatley informed and came to collected the items with delight.</p>

<p>It is thought the anchors will soon be put on display.</p>

<p>Stefan Bernhard Fend established Divers Cove in 1992. It became a full PADI-recognised institution in 1993, and over the years has trained hundreds of divers.</p>

<p>Ever year the school takes part in the global AWARE project, which every year sees an increasing number of participants.</p>

<p>He hopes that next year even more people will volunteer to help in the environmentally significant campaign.</p>

<p>"When we first introduced the project we were just a few foreigners taking part" Stefan re calls, "People stared at us as we went out diving and came back without fish but with armfuls of rubbish. People found it weird.</p>

<p>"Now the local communities all come out in force to help, and are much more environmentally conscious".</p>

<p>Stefan believes that, given the nature of the rubbish, coastline fishermen and anglers can be held accountable for a large part of the waste.</p>

<p>"These fishermen do not have any training or awareness courses", he explains, "all they need to do is pay for their licenses and they can go and fish. So maybe introducing a day's course on how to correctly dispose of their rubbish, or installing bins along the cliffs would help solve the issue".</p>

<p>Another cleaning intervention is being planned for locals in the winter.</p>

<strong>Portugal has come from nowhere to set the trend for the rest of Europe to follow. The country has sky-rocketed seven places up the 2007 e-government rankings and is now the third best European Union state when it comes to providing online services at both the citizen and business level. The study, presented on Thursday afternoon, shows that Portugal has successively climbed the rankings since they were first released in 2000 and the country has now clearly become an example to its fellow 26 EU member states of how to make rapid progress in this department.</strong></p>]]>
        <![CDATA[<p>Portugal is now officially one of the most sophisticated countries in terms of e-government as efforts by the Lisbon hierarchy in recent years start reaping dividends.</p>

<p>The study was conducted by consulting company Capgemini on behalf of the European Commission and consists of two separate rankings; one on the availability of online services and the other comparing the sophistication of these services.</p>

<p>Portugal has, since June 2006 when the last such study was published, climbed seven places to third in terms of availability and jumped six places to fourth when referring to the sophistication of e-government.</p>

<p>The list, in terms of availability, is topped by Austria followed by Malta.</p>

<p>Looking back at previous years, Portugal's progress is even more striking.</p>

<p>In 2005, the country was rated 14th, meaning that in the space of just two years, Portugal has im proved its rating by 11 places.</p>

<p>The level of availability and sophistication of on-line services directed at companies, the survey says, are both rated at 100 percent, values which are 29 and 16 points above the EU average, respectively. While this figure falls to 75 percent at citizen level, it remains 25 percent above the community average.</p>

<p>The news of Portugal's strong showing came as 36 countries gathered in Lisbon for a conference on e-Government.</p>

<p>Average temperatures recorded this past summer are 0.5 degrees below established figures since records began, making it the coolest summer in continental Portugal since 1987.</p>

<p>Taking into consideration only this century, between 2001 and 2007, the difference in temperatures measured in summer is even greater, with this summer 1.9 degrees cooler than other summers.</p>

<p>This was also the first summer since 1997 to have not recorded a heatwave.</p>

<p>The last heatwave in Portugal took place last year and brought higher than usual temperatures for 14 consecutive days.</p>

<p>This year, no heatwaves have been recorded, through the first fortnight in July was the closest the country has come to reporting one this summer.</p>

<p>The Met Office classes a heatwave as being when temperatures are five degrees above the average for a period of six consecutive days.</p>

<p>The summer of 2007, which ends on September 21, has recorded an average temperature of 20.7 degrees, whereas the temperature between 1971 and 2000 was 21.2 degrees.</p>

<p>Four of the five hottest summers since records began (1931) have occurred since the year 2000. The summer of 2005 was the hottest ever, followed by those of 1949, 2004, 2003 and 2006.</p>

<p>Health authorities recently reported that there have not been increased mortality rates this summer that could be attributed to hot weather. In 2003, a total of 2,700 are reported to have died as a result of scorching temperatures.</p>

<p>In the north, sea temperatures have been as low as 14 degrees, while in the Algarve, the water is two to three degrees cooler than usual at a current average of 19 degrees.</p>

<p>This drop is explained primarily due to wind currents, which have kept the warmer Mediterranean waters away from the Portuguese coastline.</p>

<p>As far as rainfall is concerned, the Met Office describes this summer as having been "rainy" with values 50 percent above average.</p>

<p>The month of June was the 11th wettest month since 1931, and the wettest since 1987, the Met Office said.</p>

<p>LISBON: In this old and nostalgic capital, filled with grand monuments to the navigators who helped create Europe's first overseas empire in the 15th century, one begins to understand why the Portuguese have never completely learned to love the latter-day empire of sorts known as the European Union.</p>]]>
        <![CDATA[<p>On the surface, it would seem natural that Portugal, a small country of 10.6 million people that shed an authoritarian regime, would have an instinctive affinity for the EU. The Union has been an anchor of democracy since the revolution that overthrew the dictatorship here in 1974. It has pumped nearly 50 billion euros into Portugal's economy since the country joined the EU in 1986 and helps it to have influence beyond its size on the world stage.</p>

<p>Yet Portugal has an ambivalent relationship with the bloc of 480 million people it will now lead as EU president for the next six months. It is sometimes said here that Europe was the last continent to be discovered by the Portuguese.</p>

<p>"We were the first European country to have an empire and the last one to give it up," said Jaime Nogueira Pinto, a biographer of Antonio de Oliveira Salazar, the dictator who ruled Portugal for nearly 50 years. "So the Portuguese, more than most, are sensitive about losing our national identity."</p>

<p>Salazar's authoritarian regime was far more focused on Portugal's overseas provinces than on Europe, believing that little Portugal would be lost without its empire.</p>

<p>Since the transition to democracy, successive governments have harnessed the country's future to the EU. But its colonial past still exerts a strong hold on the national psyche and Lisbon still maintains close ties with Portugal's five former African colonies and Brazil. It is no coincidence that Portugal will use its EU presidency to hold the first EU-Africa summit in seven years, as well as a high-profile summit with Brazil.</p>

<p>However potent its imperial hangover, the greatest factor weighing on Portugal's mixed attitude toward the EU is its economy, which is severely underperforming other neighboring EU countries like Spain.</p>

<p>According to a recent Eurobarometer poll, support for the EU dropped to 49 percent last year compared with 58 percent the year before but edged up to 55 percent in the first quarter of this year. In 2006, half of the respondents believed the process of European integration undermined the country's economy and contributed to its 8 percent unemployment rate.</p>

<p>While the Spanish economy grew at about 3.9 percent last year, Portugal had the lowest economic growth in Western Europe, about 1.3 percent. Its budget deficit of 3.9 percent of gross domestic product also breaches EU rules requiring countries in the euro zone to maintain deficits under 3 percent.</p>

<p>Fernando Teixeira dos Santos, Portugal's finance minister, argues that its economy is lagging because the country failed to enact essential structural reforms in the late 1990s - including a much-needed overhaul of the public sector - before rushing to join the euro, the EU's single currency, in 1998. He said that in the countdown to joining the euro, as Portuguese interest rates converged with France's and Germany's, Portugal experienced a "wealth effect" as credit poured into the country and created a false sense of security.</p>

<p>"The illusion of prosperity in the late 1990s meant that reforms were relegated to the back shelf," said Teixeira dos Santos. "Now the reforms have come, better late than never."</p>

<p>Indeed, the Socialist government of Prime Minister José Sócrates is trying to catch up for lost time and is pushing through tough changes, including lifting the minimum retirement age of government workers from 60 to 65 and slashing public sector benefits.</p>

<p>Sócrates, a center-left politician in the mold of Tony Blair, said these reforms were improving the national outlook and cementing the country's natural EU vocation. "Every country, depending on its economic circumstances, goes through depressions," he said. "But we are winning back confidence."</p>

<p>Economists say Portugal's ambivalence toward the EU also can be explained by the fact that it has invested its ample EU funds - about €25 billion, or $34.6 billion, last year alone - less productively than neighboring Spain.</p>

<p>While Spain's investments in modern infrastructure helped offset uncomfortable structural changes, like liberalizing the labor market and privatizing state-owned industries, Portugal used its EU funds to expand its economy, without addressing embedded problems such as its inadequate education system. Political pressure from small-town politicians also diverted funds to rural areas at the expense of cities.</p>

<p>"We spent all this money building stadiums when we should have used the money to improve worker skills and to make us more competitive and more prepared for change," said Luis Rego, an economic commentator for Diário Económico, the country's leading financial newspaper.</p>

<p>Even putting aside its economic doldrums, Portugal's newfound political clout in Brussels appears to have done little to set hearts racing here.</p>

<p>With Sócrates holding the EU's presidency and former Prime Minister José Manuel Barroso presiding over the European Commission, Portuguese could rejoice in having two politicians ensconced at the EU's highest levels. Instead, there is lingering resentment toward Barroso, a former Maoist turned economic liberal, whom many Portuguese accuse of abandoning the country.</p>

<p>Barroso resigned as prime minister in June 2004 to take charge of the EU's executive - two years before his mandate was over - a move that plunged Portugal into political crisis. Barroso has said that taking the high-profile job was in the national interest. But many here do not forgive him for naming Pedro Santana Lopes as his successor, a former mayor of Lisbon who was beset by allegations of ministerial incompetence and lasted only months before early elections had to be called.</p>

<p>"Having Barroso as president of the Commission is not making people here love the EU or care about it," said Miguel Moutinho, 26, an animal rights activist who possesses extensive knowledge of EU affairs and admits to reading EU animal hygiene directives for fun. "People felt Barroso betrayed the country when he went to Brussels, and that feeling has not gone away."</p>

<p>Whatever the ambivalence about the EU, the younger generation is adamant that the future of a small country like Portugal rests firmly and abidingly in Europe. Moutinho said many of his friends were ignorant about the EU, which they viewed as distant and inaccessible. But he insisted that the economic and political benefits of being part of a 27-member bloc were Portugal's greatest asset in a globalized world and few Portuguese doubted this.</p>

<p>"We Portuguese seem to be incapable of governing ourselves and the EU gives us much-needed stability," he said, adding that "the EU forces us to look beyond Portugal and to have the discipline we need if we are going to prosper in the future."</p>]]>

        <![CDATA[<p>This is a Goan dish, hence the colonial Portuguese name. You can use freshly picked white crab meat or even spider crab. It's great served with kumquat chutney.</p>

<p>3tbsp vegetable or coconut oil<br />
11/2tsp mustard seeds<br />
10 curry leaves<br />
1tsp finely chopped or grated root ginger<br />
1/2tsp finely chopped green chilli<br />
1 small onion, peeled and finely chopped<br />
300g freshly picked white crab meat<br />
1tsp turmeric<br />
A couple of good pinches of salt<br />
3tbsp coconut milk<br />
1tbsp freshly grated coconut<br />
1tbsp chopped coriander leaves</p>

<p>Heat the oil in a wok or frying pan, add the mustard seeds and cook for a couple of minutes on a medium flame until they start to pop. Add the curry leaves and cook for another minute; then add the ginger and chilli, and continue cooking for another minute, stirring every so often.</p>

<p>Add the onion and continue cooking for a minute without colouring. Add the crab meat and turmeric, then season with salt and cook on a low heat for a minute. Add the coconut milk, grated coconut and coriander, then remove from the heat, transfer to a bowl and leave to cool.</p>]]>
